Symbian Caller ID (C/C++, Handheld / PDA)

I would like a Symbian program which when someone calls, it will read the Caller ID, then goto this website: " www.nr.fo " and check who the caller is.

Requirements (if possible):
1. The program should check who the caller is WHILE he is calling, not afterwards.
2. Incoming calls in my country are displayed with country code "+298" +phonenumber, e.g. +298243611 .. The website "www.nr.fo" however needs the phonenumber without the +298 prefix.
3. Must work with Nokia E71 (Symbian OS) mobile phones.

Please tell me if this is even possible, and if so, if this is in the correct price range.
